The rule ist not that strict as written in the text. Only public parties (dancing) is forbidden. As long you don’t disturb others, you’re allowed to organize private parties called “Geschlossene Gesellschaft”. However, it is a legally clearly defined term and bound to clear conditions.
Except for the Good Friday dancing and video prohibitions, all the rules are good rules and sufficiently explained imho.
