False accusation is one of the more difficult things to write laws for, because it’s very difficult to prove.

In case of shoplifting is extremely easy: you accuse me of stealing an item, you check me and I have not the item, you accused me falsely, I can sue if I want (but more probablu I will just stop to shop at your place) and you handle the accusation badly.

Not rocket science.
