    This feels like a typical topic that the city should determine independently of the government.

    Maybe, but the point here is that the City did it the wrong way.
    The main problem, it seems, is that the limit is applied to all the roads (about 64% of the total) and not, as the law mandate, to specific roads/streets that meet certain requirements.

      It seems you have more information than the article. I was not aware of that law. I have never been in Bologna so I shouldn’t tell them how the speed limit should be set but it looks like the area inside SS64 and SS9 would make a lot of sense for a 30 km/h zone. And the bigger roads, like SS64 and SS9, can be 50 km/h. This is only based on a quick look on Google maps so the actual situation might be complete different.

      Do you know how big area was impacted by the 30 km/h speed limit?
