Because the BND has been wrong a lot on the big stuff recently. Like they failed to predict the Russian invasion of Ukraine and also that the Taliban would take over Afghanistan quickly. In the former case, there were clear warnings from other secret services and in the later the German foreign ministry managed to be more accurate then the secret service.
I’m not that surprised about Slovakia, they’re drinking Russian disinfo by the gallon.
France being #2 checks out, they have all sorts of dirty shit going on in Africa at all times, and Ukraine has to be competent to fight Russia. Netherlands sort of surprises me, but high education, professionalism, and technology resulting in competence makes sense.
I did not expect Germany in that list at all.
Why? They have the largest secret service headquarters in Europe as far as I know. Only the Pentagon is larger in the world. The BND is stupidly huge.
